Question 1:
When entering 9, I get a new dial tone and can make my call, just as expected.

If I press 9*1 (or 9*2), I don't get any dial tone but can still make my call. Is there a way to get a dial tone after 9*1 to make the user experience consistent with pressing 9 ?

Question 2:
Entering 9 selects some available FXO. What is the precedence? Is FXO1 always selected first if available? Is there a way to bias the selection to use FXO2 first if it is available?

Well, answer to Question 1:
nop, this is not possible. We introduced the dialtone after pressing 9 just to make users feel more comfortable after moving from old PBX, where they used to listen that. But as there was no old PBX, which gives dialtone after dialing 9*1, playing dialtone is not supported for that.

to Question 2:
long time ago the precedence was the way you described (in quite old versions). This brought to noticable delay in call establishment in some cases (while system tries to find free and available line, user had to wait). Now there is actually no precedence - system is just testings all the free (not occupied by call) lines at the same time, so it will select the line, which will answer the first (will give a dialtone). If you want to give precedence to FXO2, you can do that using routing table (have two "9*" rules instead of one: first one will call to FXO2 only and will have "Fail reason" set to "Any", second one will call to all the rest FXO lines).
