Admin vs. User Login - QuadroCS

Is there a way to setup the Quadro Conference Server so that users cannot log into a conference until an admin logs in first (both via calling into the conference number)?

Similar feature is going to be present in the next 4.1.7 release of Quadro CS, probably within month or two. Users will be able to join conference, but will hear hold music until admin logs in. Only then conference will start.
