It would be nice if the moderator could change the participants from/to speaker/listener-only during the conference

Actually the moderator can do that using the Conference Progress page in newer software versions... Unfortunately those are in the process of validation and there is no globally available image that has that feature yet.

Participant request to speak

Yes Michael, the moderator can Set the Listeners to Speakers and vice versa whenever he wants regardless of the initial Speaker/Listener state of the particular participant. And the Listeners will be able to request to speak pressing a key combination on their handset (moderator will see a hand on the Conference Progress page).
